The City of Villahermosa (Mexico) joined as a new member on May 5, 1997.

The Annual Meeting took place in Baku. Participating cities included Vung Tau, Aberdeen, Houston, Villahermosa, Baku and Stavanger.

A Working Meeting was held in Aberdeen on September 9, during the SPE Offshore Europe Conference & Exhibition.
