The Working Meeting was held in Houston in conjunction with the Offshore Technology Conference (OTC).

The AGM was held in Halifax on October 7-10. Participating cities included Aberdeen, Calgary, Daqing, Dongying, Halifax, Houston, Perth, Stavanger and St. John’s. San Fernando (Trinidad and Tobago) attended as an observer.

Mayor Peter Kelly of Halifax was elected as President for the period 2004-2005.

Maracaibo and Baku officially withdrew their membership in the organization.
