The Annual General Meeting was held in Kuala Lumpur. Participating cities included Aberdeen, Atyrau, Cape Town, Dammam, Daqing, Dongying, Esbjerg, Halifax, Houston, Kuala Lumpur, Perth, Stavanger and Villahermosa.

The City of Kobe attended both the Working Meeting in Houston and the AGM as an observer.
