The City of Baku (Azerbaijan) joined as a new member in June 1996.

The Annual Meeting took place in Stavanger during the ONS Conference and Exhibition. The following cities participated: Aberdeen, Baku, Houston, Perth and Stavanger. While Calgary was not able to be present, they officially confirmed their membership and maintained observer status.
